Content-Certified Mail in Korea: Before You Send

If you need a record of a letter sent in Korea, first decide what you need to prove. Content-certified mail (내용증명, naeyong-jeungmyeong) records what document was sent, by whom to whom, and when. It does not, by itself, establish a legal effect or prove that the claims in the letter are correct. Nor should a certificate of contents be mistaken for proof of delivery.

I would check the facts and the address before making the wording stronger. A firm sentence is not much use if the amount, dates, or recipient are wrong.

Choose the record you actually need

RecordWhat it concernsWhat not to assume
Content-certified mail
내용증명
Korea Post certifies the contents and dispatch of a document, with registered handling as a prerequisite. It does not decide whether your demand is legally correct or guarantee payment or a reply.
Delivery trackingUse the registration number to check the item's delivery or return status.A tracking result is not certification of the letter's contents.
Proof of delivery
배달증명
A separate service in which Korea Post certifies whether registered ordinary mail was delivered.Do not treat a content certificate as a delivery certificate.

I would keep the letter and the delivery record side by side; neither should have to stand in for the other. If you need a formal delivery certificate, ask for the relevant service rather than relying on the title of another one.

Check the document before arranging delivery

Compare the recipient's name and address against the agreement or other records. If the letter concerns money, separate the original amount, payments or refunds already made, and the balance in question. Put dates in an unambiguous order. Keep a copy of the exact wording and supporting records, rather than relying on a photograph of an application screen.

If you include a requested reply date, treat it as your request—not as a universal legal deadline. This guide is not a template for terminating a tenancy, preserving a limitation period, or deciding which person owes money.

Foreign residents: confirm language and ID requirements first

The official pages reviewed for this guide do not settle every foreign resident's accepted ID, document-language requirements, or online identity-verification route. An English overview of Korea Post services does not prove that the Korean submission flow accepts every foreign ID or an English-only document.

Before printing documents or travelling to a counter, ask the chosen post office which document languages it accepts, what ID you need as the sender, and how many copies of the document to bring. You can show this question:

내용증명을 보내려고 합니다. 이 언어로 작성한 문서도 접수할 수 있나요? 필요한 신분증과 서류 부수를 알려 주세요.

It asks whether a document in that language can be accepted, and which ID and copies are needed. It is not a statement that any particular passport or residence card is sufficient. The official postal-service contact listed by ePOST is 1588-1300 within Korea; the reviewed pages do not establish English-language assistance for that number.

If you plan to use the internet service

Korea Post's public submission page displayed installation notices for its document editor and SGA viewer. It also advises using a post-office counter if the editor is unsupported. I did not install the software or test identity verification or submission.

Check the current system requirements and attachment instructions before preparing a file. Being able to open the information page does not mean you can complete an online submission.

Sent, delivered and returned are different states

After sending, keep the registration number and check the actual postal result. If the address is wrong or the item is returned, a dispatch record is not the same thing as delivery. Whether the notice has a particular contractual or legal effect is a separate question; do not infer that from the tracking label alone.

Korea Post's internet guide says its electronic content-certified documents are retained for three years and can be viewed or re-certified within that storage period. The described after-sending content-certification service is for the sender or recipient and for documents originally sent through internet ePOST.

The guide sets a three-year period for requesting after-sending content certification, starting the day after postal acceptance. That is not a promise that a copy will be available the next day. The current service page says online copy printing, saving and after-sending content certification become available only after the item has been recorded as delivered or finally processed as undelivered (returned).

“Scheduled for delivery” (배달예정) and “held” (보관중) are not final outcomes. Before final processing, the page describes preview-only access under “My Content-Certified Mail” (나의 내용증명). These are postal-record conditions, not the deadline for a legal claim.

When the issue is more than a postal procedure

If the amount, contract wording, termination, or a legal deadline is disputed, get advice about that issue before sending. Korea Post's role in certifying a document should not be mistaken for checking whether the demand itself is legally correct.

Checked October 20, 2026. This is a guide to choosing and preparing a postal record, not an individual legal opinion or a verified application route for every foreign resident. No letter was submitted as part of these checks.

For me, the useful order is to get the wording and address right, choose the record that answers the actual question, and then check what happened to the item. That is more useful than treating one official-looking document as the end of the matter.
