Moving Home in Korea: Check Your Car's Registered Address

Official law and public guidance checked October 18, 2026 · Korea Standard Time

If you own a car in Korea and move home, a qualifying residence report may count as your vehicle-change application. Under Vehicle Registration Decree Article 22(2)(6), this applies when the owner's registered stay address or reported domestic residence serves as the vehicle's base of use (사용본거지). Moving home alone does not establish that the rule applies.

Do the residence report on its own deadline, then check the vehicle record. This guide concerns resident owners keeping the same ownership, including joint owners. It is not a rental-car procedure, an ownership transfer or a guide for company and commercial vehicles.

Do not mix the residence and vehicle deadlines

Which report?Rule checkedImportant limit
Change of stay address for a foreigner registered under Immigration Act Article 31Article 36 (Korean): report within 15 days of moving in.This is the residence-report deadline, not a car-registration grace period.
Change of domestic residence by a foreign-national overseas Korean who previously filed a domestic-residence report under Article 6(1)Article 6(2) (Korean): report within 14 days.Do not apply the ordinary registered-foreigner deadline to this different reporting regime.
A vehicle change that requires a separate change-registration applicationVehicle Registration Decree Article 22 (Korean): generally within 30 days of the event. The same article contains cases where another report is treated as the application.

The 15- and 14-day periods apply to residence reporting, not vehicle registration. Where a separate vehicle-change application is required, the general 30-day deadline still applies. Checking the vehicle record does not extend that deadline.

Compare the registered base, not just the parking place

Decree Article 2 (Korean) defines the base of use as a prescribed place where the owner mainly keeps, manages or uses the vehicle. A new parking space or a different main driver is not, by itself, proof of a change to that registered base.

Before relying on the deemed-application rule, compare:

  • The owner or joint owners shown in the vehicle registration record.
  • The address used as the vehicle's registered base.
  • Which owner moved, their relevant registered address and the date and type of residence report.

Matching these records first can save an unnecessary second application and avoid obtaining personal certificates you do not need.

When the residence report counts as the vehicle application

Article 22(2)(6) covers an owner whose reported stay address or domestic residence is the car's base of use. A move-in report under Immigration Act Article 36(1), or a domestic-residence change report under Overseas Koreans Act Article 6(2), is treated as an application for vehicle change registration in that situation.

That wording matters: the law treats the application as made. It is not a reason to assume every vehicle record, for every joint owner, has already been updated correctly. Keep the report acknowledgement and check the resulting vehicle record rather than submitting another form automatically.

Joint ownership needs an extra address check

If two people jointly own a car and only one moves, check which owner's registered stay address or domestic residence corresponds to the vehicle's recorded base of use. Joint ownership alone does not establish whether Article 22(2)(6) applies or whether the vehicle record has been updated. If this is unclear, confirm the position with the vehicle registration authority.

If an owner or ownership share is changing as well, separate that from the address question. The residence-report rule does not, by itself, complete an ownership transfer.

If a separate application or office visit is needed

Confirm the applicable procedure with the vehicle registration authority before collecting documents. An Ulsan office answer to a joint-owner question, dated September 13, 2026, lists a registration certificate, change form and visitor identification, with additional proxy documents.

That is an answer to a local case, not a complete foreign-resident document list. Ask which identification, address evidence and authorisation your own case requires. Do not assume both joint owners must attend, that a passport alone is accepted, or that a move always requires replacement plates.

Finish with the updated record

Keep the residence-report acknowledgement and any vehicle-change receipt. After processing, check the registered base and owner details. If they do not match the expected change, contact the responsible authority with those records through its normal secure channel; do not post identity or vehicle-document numbers in a public question.
