Local Tax Bills in Korea: WETAX, ETAX and Your Notice
If a Korean local-tax notice arrives by post or message, start with the notice—not a search for a payment button. Find the tax type, the office that issued it, the deadline and the payment number. Those details determine the next step; living in Korea does not mean every bill belongs in the same tax portal.
Follow the payment instructions on your notice first. If it directs you to Seoul ETAX, start there. If it provides an electronic payment number for WETAX, select the matching number type on WETAX. If the route is unclear, confirm it with the issuing office before entering personal or payment details.

First, identify what you have received
| Look for | What it helps you establish | Do not assume |
|---|---|---|
| 세목 — tax type | Whether the notice concerns resident tax, vehicle tax, property tax or another item. | That every amount described as “tax” is the same charge. |
| 부과기관 / 관할 — issuing authority | The city, district or other office responsible for this assessment. | That the place you live now necessarily issued an older notice. |
| 과세연도·기간 / 납부기한 — tax year or period and deadline | Which charge and payment date the notice actually refers to. | That a search result's old deadline is your current deadline. |
| 전자납부번호 — electronic payment number | A number for locating a payment item in the appropriate service. | That it is interchangeable with a bank account or water-service number. |
Also compare the taxpayer name, property or vehicle details, and amount with your own records. If the notice appears to concern someone else or an unfamiliar asset, ask the issuing office before paying. Do not post the unredacted notice in a forum to ask people to identify it.
Local taxes are not the same as national taxes
A city or district local-tax notice is not automatically an income-tax return handled through Hometax. Identify the institution and tax item on the document before choosing a website. Some taxes involve a filing step as well as payment; paying an amount is not, by itself, confirmation that every required filing is complete.
For example, Yeonsu-gu's official English guidance explains several local-tax types and payment channels for foreign residents. It is useful context, not a personal decision that you owe a particular tax or qualify for an exemption. Your actual notice and the responsible office are the starting point.
If the notice appears to come from the National Tax Service (국세청) or a national tax office (세무서), verify that issuer independently and use Hometax or that office's instructions—not a WETAX local-tax payment entry. Compare the tax type, assessed period, deadline and notice reference with any completed payment record; the same amount on a bank statement does not identify the charge by itself.
For help in English, the NTS foreign-taxpayer help page lists 1588-0560, weekdays 09:00–18:00 except 11:30–13:00. If a deadline is close or has passed, contact the issuing tax office about the current balance and next step instead of waiting for an unexplained status to change. These NTS contact details were checked on October 21, 2026.
What I could check on the public WETAX homepage
On October 19, 2026, the official WETAX homepage displayed 빠른납부 (quick payment) before login. Its number selector offered 전자납부번호 and 전자수용가번호 as different choices.
- For a tax notice, find the field labelled 전자납부번호 on the notice itself.
- Select the matching number type. The electronic-payment-number input was labelled for 17 or 19 digits; do not shorten a number simply because another guide mentions only one length.
- The adjacent 납부번호 확인방법 button opens sample notices showing where the tax payment number and the water/sewer customer number appear.
- If a lookup returns a charge, compare the details actually displayed with your notice before paying. If you cannot confirm that it is the same charge, ask the issuing office to verify it.
I checked the public entry and number-help screens without entering a taxpayer number, bill number, identity details or payment information. I did not test a personal lookup or complete a payment. The presence of a quick-payment field is not a promise that every foreign resident can finish every later step without identification.
Where does Seoul ETAX fit?
If the notice directs you to Seoul ETAX, use the official English payment help and the office's instructions. Its help page distinguishes account-based access and payment-code routes. That does not establish that a particular overseas-issued card, identity method or browser will work for you.
The ETAX English help page opened, but the By Payment Code route stalled at a security-program loading screen during this check. No payment was completed. If the online route fails for you, ask the issuing office which official alternative is available.
A resident-tax announcement is not everyone's tax rule
Seoul's August 19, 2026 announcement included foreign residents who had lived in Seoul for at least one year in that year's individual resident-tax billing guidance. It described that particular Seoul tax and its August deadline. Do not reuse the same date, amount or residence condition for every local tax, another city or a later bill.
Equally, do not assume that being a student, holding a certain visa, or having little income automatically cancels a notice. If you think a bill is wrong or an exemption may apply, ask the assessment office to check your recorded circumstances and the specific tax. This guide does not determine individual eligibility.
If the bill is missing, overdue, duplicated or hard to pay
- Missing or unreadable notice: ask the issuing tax office which assessment it concerns and how to obtain the current notice or payment details.
- Two similar notices: compare the tax type, year or period, issuing office, amount and any reference numbers shown on both notices. Ask whether they represent separate charges or a reminder before paying both.
- Past the printed due date: obtain the current amount and permitted payment route. Do not assume an old amount or account remains valid.
- Online identification or payment fails: ask the office about the exact supported online or in-person alternative. Yeonsu-gu's English guide includes taking a notice to a bank; confirm the applicable documents and method for your own notice before travelling.
- Unclear payment status: check your bank or card activity and the official tax-payment record before trying again. A pending authorization or an interrupted payment screen alone does not prove that the tax payment was completed.
A short inquiry can be more useful than sending a whole bill through a public chat:
“I received a notice for [tax type] from [office], for [year/period]. I need to confirm the current balance, payment deadline and official payment route. I cannot complete [the specific online step]. Which route and documents should I use?”
Provide any identifying details only through the authority's verified private channel. Do not publish your registration number, full notice, account number or authentication code.
A refund notice is a different task from paying a bill
If an office says it owes you a local-tax refund, do not enter the amount as another tax payment. On WETAX, 환급 is the refund area: distinguish refund lookup, a claim for a specific item, the claim history and registering a refund account. Registering an account is not proof that a particular refund was paid.
Compare the tax type, issuing office, refund amount, claim date and any offset or payment notice with your bank record. An offset against unpaid tax can leave a smaller balance to receive. If the account is closed or the account-holder name does not match the taxpayer, contact the issuing office before resubmitting or using someone else's account.
Gumi's official refund guide, for example, separates account registration, refund claims, rights-assignment documents and an in-person cash-payment route. These are local examples, not a promise that every foreign resident can use the same online authentication, account or cash route. Confirm the permitted method with the office handling your refund; an ordinary payment receipt and a refund decision answer different questions.
Annual vehicle-tax prepayment—and selling after paying
A 자동차세 연납 notice concerns advance payment of vehicle tax, not a year-round discount applied to every tax bill. Seoul's January 2026 announcement applied a 5% reduction to the eligible February–December portion, not the whole annual amount. It also lists January, March, June and September payment rounds. Those dated conditions do not establish a new deadline or next year's rate.
Check the period and actual reduction on your own notice. Receiving a notice is not proof of payment, and Seoul says ordinary automatic payment does not apply to annual prepayment. If you later sell or deregister the car, ask the issuing tax office whether prepaid tax for the period after your ownership ended is refundable and how any refund is calculated. Confirm the payment/refund record before repeating a transaction.
The Korean prepayment and sale-refund checklist explains the distinction with a hypothetical calculation. The relevant local authority—not this example—determines your amount.
Need a tax certificate rather than another payment?
If a bank, employer or other receiving organisation asks for a tax document, get its exact Korean name, the national/local tax scope, the language and the accepted issue date before ordering it. A bank transfer or tax-payment receipt is not automatically a tax-clearance certificate.
- 납세증명서: national-tax clearance; 지방세 납세증명서: local-tax clearance. These concern the current arrears position under the relevant rules, including statutory exceptions; neither is a receipt listing every historical payment or a promise that no future tax will arise.
- 납부내역증명(납세사실증명): a national-tax payment-history document. 지방세 세목별 과세증명 concerns local-tax assessments. Neither name should be substituted for a clearance certificate.
The current Government24 national-tax certificate entry lists an English certificate and passport information among the records the authority may check for an English request. The local-tax certificate entry includes a foreign registration card among accepted identity documents. These are service descriptions, not proof that every foreign applicant can complete online identification. Confirm the supported application route and exact documents with the handling office; both entries exclude online proxy applications.
A certificate's printed validity period and a receiving organisation's recent-issue requirement are separate. If a just-paid amount still appears outstanding, check the authority's payment record before paying twice; this check did not establish a universal update delay. Korean readers can use the national/local clearance and payment-history comparison.
Certificate-service descriptions checked October 21, 2026. No personal certificate, identity verification or payment was completed.
Official pages and related household bills
- WETAX — current public quick-payment entry and number-help screens.
- WETAX local tax-office finder — search for the authority named on the notice. If no result appears, the directory itself directs users to the local government's website; use that office's official tax contact instead.
- Seoul ETAX English payment help — service guidance, not a verified personal payment result.
- Yeonsu-gu local-tax guide for foreign residents — local examples and inquiry channels; its local eligibility wording is not a nationwide rule.
- Seoul's August 2026 resident-tax announcement — dated background, not your current payment deadline.
Moving-home bills can arrive together without being the same obligation. For apartment charges, see the move-out management-fee checklist. For a separate electricity bill or electricity included in management charges, use the KEPCO versus apartment-management guide.
