Msafer for Foreign Residents: Phone-Line Checks and Login Limits
If you suspect that a Korean phone line was opened in your name without permission, contact the carrier through its official customer-service channel. Checking Msafer and blocking new subscriptions are useful steps, but neither automatically suspends an existing suspicious line or settles its charges.
Msafer provides an English introduction, but its Login link opens a Korean certificate screen. Check the authentication requirements before relying on online access; the language of the introduction does not establish that a personal login will succeed.

1. Choose the action you actually need
| Task | Service | What it does not complete |
|---|---|---|
| Check telecom contracts in your name | Subscription Status Inquiry, 가입사실현황조회 | An investigation or suspension of a suspicious line |
| Restrict new mobile subscriptions | Subscription Restriction, 가입제한 | Cancellation of an existing line or a decision about disputed charges |
| Report a line you did not open | The carrier’s identity-theft reporting process | A final investigation result merely because you made an enquiry |
Start at the official English introduction. It links to subscription inquiry, restriction and email-notification services. An email notification and a subscription restriction serve different purposes; reading an alert does not mean a restriction is active.
2. Check the certificate requirement before assuming the English link will work
The public login page currently offers a joint certificate, 공동인증서, and a financial certificate, 금융인증서, with required terms and identity-data consents. A certificate-security software installation prompt appeared during my public-page check. I did not install it or test a personal login.
The certificate guide linked from that page includes foreign applicants holding a Residence Card (외국인등록증, often called an ARC) or a Domestic Residence Report Card (국내거소신고증). For a financial certificate, it also describes having an account at the issuing bank. It warns that some institutions may restrict issuance to foreigners. Check the bank’s accepted identity documents and eligibility before arranging a visit; this is not a promise that every foreign resident, passport holder or visitor can obtain or use a certificate.
This article does not establish that a tourist SIM, overseas number or digital residence card works with Msafer’s login.
3. If online access is difficult, distinguish a branch visit from a phone enquiry
Msafer’s 15 October 2024 notice, still linked from the current login page, describes an offline option for mobile-subscription restrictions. Contact the carrier to identify a designated office (지점, 직영점 or 플라자) and confirm which identity documents it accepts before visiting. Do not assume every retail phone shop can handle the request.
The notice describes applying an overall mobile-subscription restriction at one designated carrier office, while releasing a restriction requires the relevant carrier’s branch. It also lists PASS and KakaoBank app routes, whose current foreign-user eligibility I have not tested. Subscription inquiries and restrictions cannot be requested by phone or email. You can still contact the carrier for directions or to report a suspected existing line.
4. An unfamiliar line needs a carrier response, not only a screenshot
The official suspected-identity-theft procedure says to request suspension promptly when identity theft is suspected or confirmed, and to set a protective password so the suspension cannot be lifted by the person misusing the line. Ask the carrier about its report, identity checks and next steps. Do not send an ID scan or password to a stranger offering to handle it.
Keep a private record of the date, the carrier’s instructions and any case number provided. The procedure separates reporting, fact-finding and the final decision. It is not evidence that your own bill has been cancelled, refunded or proved fraudulent. Do not stop protecting a suspected line simply because online authentication is unavailable.
5. Check hours and keep sensitive details out of public questions
The current homepage FAQ lists subscription inquiry as 24-hour and restrictions as 09:00–22:00, subject to maintenance. These are Korean Standard Time (KST). The English page lists support at 1670-1382 on weekdays 09:00–18:00, with a 12:00–13:00 break. An English web page does not establish English-language telephone support.
Do not publish a residence-registration number, full phone number, certificate file or authentication code. Use the carrier’s official private process for identity evidence.

Public pages and the linked certificate guide checked on 21 October 2026. No personal account, foreign-user authentication, phone suspension, restriction, report or refund was carried out. Follow the carrier’s current instructions for an individual case.
