Water Bills in Seoul: Customer Numbers, Autopay and Moving Out
Official information checked October 19, 2026 · Korea Standard Time (KST)
First, check whether your water bill comes directly from Seoul Water or through your building’s management office. For a direct bill, find the customer number and check the registered name before choosing bank-account or card autopay. If water is included in your management fees, ask the management office how payment and move-out settlement are handled.
Is this a direct water bill or part of your management fee?
Look for the issuer, service address and billing period. On a building statement, 수도요금 means water charges and 관리비 means management fees. Ask whether the building collects your unit’s water charges, whether there is a separate customer number for your unit, and who should handle a name change. This is a practical question for the landlord or management office, not a nationwide rule about tenants or owners.
This guide follows Seoul Water’s public instructions. Outside its service area, use the authority printed on your bill; Seoul’s forms, deadlines and card list should not be carried over to another city.
Find 고객번호—the customer number
The official English water-bill guide shows the front and back of a Seoul bill. The customer-number finder says the number is at the upper left of a paper bill, or the upper right of an electronic notice. Do not substitute a number printed on the physical water meter.
On the Arisu billing site, open 고객번호찾기. Its instructions say to search by road-name or lot-number address, then enter the registered user name in the matching row to reveal the customer number. If that name has changed, follow the owner/user-name-change instructions rather than guessing a previous occupant’s details.
| Korean label | What it asks for |
|---|---|
| 도로명 주소 / 지번 주소 | Road-name address / lot-number address. |
| 자치구 / 도로명 | District / road name. |
| 건물번호 / 건물부번 | Main building number / additional building number. |
| 동 / 호 | Building block / unit number, where applicable. |
| 사용자명 | The name registered for the water account, entered after searching by address. |
Choose the bank or card route before applying
Bank-account autopay
Seoul’s bank-account instructions list phone, office/bank visits and online application routes. A visit to a water office calls for identification and a bankbook; a bank visit also lists the bill. Confirm which identification and account-holder consent apply to your situation before going.
Arisu gives a standard application cutoff of 10 p.m., three business days before the scheduled debit. Its dated examples also distinguish a later collection that month from starting with a subsequent bill. Ask for your first collection date and whether the current bill still needs separate payment; do not turn an old example into this month’s calendar deadline. A paper notice may not immediately reflect an autopay change. Close to a scheduled debit, confirm collection status before paying another way.
Credit-card autopay
If you already use bank-account autopay, cancel it before applying for card autopay. The card instructions list office visits, ETAX, ETAX’s on-screen ARS service (보이는 ARS), and STAX as new-application routes. The Arisu billing website and telephone service are listed for cancelling card autopay, not starting it.
The page lists supported card issuers and matching personal-member/card information. It is not a promise that an overseas-issued card will work. Regular bills are covered; separately issued bills and arrears require separate payment. Check the effective dates with the office so that changing methods does not leave a bill unpaid.
Need English help? Separate language hours from application hours
Seoul Water’s English homepage lists 02-120 and the foreign-language ARS route: 9, then 1 for English. The displayed English-service hours are Monday to Friday, 9 a.m.–6 p.m. The bank-autopay page separately advertises round-the-clock telephone applications. Those application hours do not mean that English assistance is available around the clock.
A useful request is:
Could you help me check the customer number and registered name for [service address]? I also need to know which documents my chosen autopay method requires and when the first collection would be.
Give account or identity documents only through the authority’s stated private channel. The public pages checked here do not establish every foreign resident’s eligibility for online registration.
Moving out: settlement and saved payment details are separate
On moving day, record the water-meter reading and follow Seoul’s settlement procedure for charges through that date. For a directly billed account, arrange cancellation of the relevant services, such as autopay and electronic billing, and update the registered user information. Billing-site members should check the customer numbers saved for the old and new addresses. ETAX does not automatically delete the old number.
A change of postal address is not a cancellation request. Keep the settlement record and confirm which services have stopped. If water is billed through building management, arrange the final charge with the management office instead.
For a combined building statement, use our management-fee and move-out guide. For a separate electricity notice, see KEPCO or building-management electricity billing. More resident guides are in the Life in Korea section.
The Korean original also discusses regional differences. This English edition is a Seoul-focused adaptation, not a nationwide payment protocol.
