Suspicious Text in Korea: What to Do Before or After Tapping a Link
A Korean delivery notice, traffic fine or refund message can be hard to judge when you are still learning how local services work. Do not use its link or callback number to check whether the sender is genuine. Open the service's known official app or find its contact independently.
The important distinction is what happened next: receiving a text, opening a page, installing an app and sending money call for different responses. I would settle that question before spending time debating how convincing the message looks.

Start with what you actually did
| What happened | First practical response |
|---|---|
| Received the text only | Do not follow its link, reply or install its suggested app. Check any real delivery, bill or account issue independently. |
| Opened the page, but entered nothing | Close it. Note whether a download, installation or permission request also occurred; a click alone does not establish that money was stolen. |
| Installed an app or entered account, card or verification details | If you installed an unfamiliar app, seek security help using a trusted device. If you entered account, card or verification details, promptly contact the relevant provider through an independently verified channel. Explain what happened. |
| Sent money or see an unrecognised payment | Contact the relevant bank, card issuer or billing provider promptly. Do not delay urgent contact while waiting for a message checker. |
118, 1394 and your bank do different jobs
KISA's protection service lists 118 for security consultation and a KakaoTalk protection-channel message checker. Its classifications include normal, caution and malicious. A new message may be marked caution and checked again later; a result is not a guarantee that a payment request is legitimate.
The police Counter Scam site provides phishing reporting and assistance information through 1394. That is different from asking a bank to respond to a transfer. If money has moved, contact the financial institution through its independently verified channel as well; a police enquiry does not itself stop a bank payment.
KakaoTalk access is not a prerequisite for asking for urgent help. Do not open the suspect link simply to make a checker work, and never send a verification code to someone claiming to be the checker.
Bank transfers and mobile-bill charges need different follow-up
The police victim-support guidance distinguishes financial-information theft from charges added to a mobile bill. For a suspected fraudulent transfer, ask the bank immediately about the applicable payment-stop and damage-relief process, documents and deadlines. For a mobile-bill charge, contact the carrier and relevant payment provider about that charge and dispute process.
Do not assume that every payment qualifies for the same remedy or that reporting guarantees a refund. Keep the message, transaction record and sequence of events, but do not postpone the first call to assemble a perfect evidence folder.
If you need help communicating in Korea
The Korea Tourism Organization describes 1330 Travel Helpline as a tourist-information and interpretation service, with telephone and online contact options. It is not the bank's payment-stop desk or a substitute for filing a police report. Ask what interpretation it can provide for your situation; do not assume every institution accepts a three-way call.
This guide does not promise English support on every 118 or 1394 call. If a short code will not connect on your particular SIM or roaming service, use the organisation's published online contact route or seek help reaching it. Do not use a replacement number supplied by the suspicious sender.
A simple starting sentence is “문자 링크를 눌렀고, 앱을 설치했습니다. 어떻게 조치해야 하나요?” — “I tapped a text-message link and installed an app. What should I do?” Change it to match what actually happened; do not say you installed an app if you only received a message.
Keep the details private
Do not post your full message, live suspect URL, phone number, bank details or authentication codes in a public question. Share necessary evidence through the institution's verified private process. I would keep a short action log: what I did, which official channel I contacted, and what it actually confirmed.
If an unfamiliar Korean phone line is also registered in your name, the separate Msafer guide for foreign residents explains phone-line checks and login limits. It does not replace a bank or police response to a scam.
Official guidance checked on 21 October 2026. This is a practical route to the relevant services, not an individual fraud diagnosis, a test call or a refund decision. The Korean message-response guide is retained. Find related guides in Life in Korea.
