Buying a Used Car in Korea: Transfer Documents for Foreign Residents

Official guidance checked October 18, 2026 · Korea Standard Time

For an ordinary private used-car sale in Korea, plan the ownership transfer before handing over the balance. Check the registered owner and vehicle record, arrange the buyer’s compulsory insurance, and agree how both parties will provide the transfer documents. A paid sale and a completed transfer are different things.

This guide is for foreign residents buying a car already registered in Korea. It is not a guide to importing a car or a promise that a short-term visitor can register and insure one. I would settle the document and office arrangements before treating the advertised price as the full cost of buying.

1. Check who owns the car and what is on its record

Match the seller, registration certificate, vehicle registration number and vehicle identification number. Ask for a current vehicle register, called 자동차등록원부, rather than relying only on a photo of an old certificate. The Government24 vehicle-register service is an official starting point.

Check recorded seizures and mortgages, including the relevant 갑부 and 을부 entries. A seller’s promise to remove an entry is not evidence that removal has been completed. If something remains, ask the registration office how it affects this transaction before setting the payment and transfer arrangements.

Accident-history checks and transfer paperwork answer different questions. Our CarHistory report guide explains how to read insurance records before buying; an insurance report is not proof that a car has no damage.

What Parts A and B show

Gwangju City's vehicle-register guide explains what each part records:

DocumentWhat it records
Part A — 갑부Ownership and key legal entries, including seizures (압류).
Part B — 을부Registered mortgages (저당권).

Compare the license plate number and VIN on the register with the actual car, and check when the record was issued or viewed. Not receiving a Part B copy is not proof that no mortgage is registered. Even if Part B shows no mortgage entries, you still need to check Part A for seizures. If the seller says an entry has been removed, ask for an updated record showing the change and clarify any unexplained entry with the vehicle registration office.

Government24 lists legally eligible third parties as applicants, rather than allowing unrestricted access to anyone's records. Gwangju City's guide says the owner's name and address provided in the request must match the registered information and lists the applicant's ID among the requirements. Before requesting a copy yourself, confirm the required information, accepted identification and application method with the issuing office. The public guides do not confirm online authentication options for foreign buyers or whether an English-language copy is available.

2. Separate the buyer’s documents from the seller’s

Government24’s transfer-registration guidance distinguishes the sale certificate, seller-verification documents and representative paperwork. A generic “bring your passport” checklist misses these different roles.

Person or taskWhat to settle before visiting
Foreign-resident buyerConfirm accepted identification, residence or registered-address evidence, and compulsory insurance. Ask which records the office can check electronically with consent.
Buyer and sellerComplete the automobile transfer certificate, 자동차양도증명서. Check the seller’s verification documents separately; whether the seller attends matters.
Either party absentConfirm the power of attorney, identification copies and any seal or signature-confirmation documents required for that role.

The official Car365 purchase guide gives a foreign-national branch for cases where a seal-impression certificate cannot be issued: visit the vehicle-registration office and check the identity and residence documents. It is not a universal passport-only route.

For a private sale, Vehicle Registration Rules, Article 33 generally calls for the seller’s car-sale-purpose seal certificate or the specified signature-confirmation alternatives. It also provides an exception when the seller personally confirms the sale at the registration office. An ordinary seal certificate, a photograph of a signature and that in-person confirmation are not interchangeable. The seller’s personal confirmation and registration through a representative follow different document requirements; attendance does not waive every requirement.

My practical preference is to ask about both people’s attendance first. Buying a seal or printing a form is wasted effort if it is the wrong document for the person who will actually appear.

3. Arrange the buyer’s insurance before the application

Car365 requires compulsory insurance to be in place and verifiable before an online transfer application. Check the insured vehicle, policyholder arrangements and effective start with the insurer. Do not assume that the seller’s policy, payment for the car or possession of the keys covers the buyer.

Geumcheon-gu’s English vehicle-registration page also lists liability-insurance evidence for used-car transfers, alongside buyer and seller identification. It is useful English orientation, not a substitute for confirming your own office’s document requirements.

4. Decide whether online transfer fits this transaction

The Car365 online-transfer guide includes foreign-national identity categories. That does not prove every foreign resident can complete its authentication and electronic-signature steps. Confirm the current supported route before depending on it.

  • The online route is for eligible sales between the parties. Inheritance, gifts, co-ownership and some tax or bond-relief cases require a registration-office route.
  • Car365 lists cars with recorded seizures or mortgages among its online exclusions. “Not available online” and “this sale can never be registered” are different conclusions.
  • For eligible online cases, applications can be submitted around the clock, but completion is limited to weekdays, 09:00–18:00. The guide states that transfer charges must be paid by 17:00 on the same day; do not assume an unfinished application can be paid the next day.

Do not build a late-afternoon handover around an untested login or an assumption that a receipt means the office has finished.

5. Keep the deadline and costs separate

Vehicle Registration Decree, Article 26 sets a 15-day application period from the purchase date for a sale. Other transfer reasons have different periods. Arrange the appointment and documents early; this is an application deadline, not a reason to leave preparation until day 15.

Budget separately for the vehicle price, compulsory insurance, acquisition tax, any applicable local bond cost, registration charges and any agreed agency fee. Ask for an itemized estimate and official receipts. The total varies with the car, registration details and applicable local rules; one percentage does not describe every buyer’s total cost.

6. Leave with a verified transfer, not only a receipt

Check that the registration result and new certificate show the intended owner and correct vehicle details. If a representative handles the transfer, ask for evidence of completed registration and an itemized expense statement. Receiving the keys is not that evidence.

A useful question for the office is: “제가 외국인으로서 한국에 등록된 중고차를 개인 간 거래로 구매하려고 합니다. 매도인 출석 여부에 따라 필요한 서류를 확인하고 싶습니다.” This identifies you as the foreign buyer and asks which documents are needed depending on the seller’s attendance.

After registration, deal with the car’s other records separately: Hi-Pass card and device registration is a different task. Later, if you move home, check the car’s registered address as well as the residence report.

Office document acceptance, online authentication and insurance eligibility depend on the individual case; confirm them with the registration office and insurer. Korean source: 자동차 명의이전 전 확인사항. More guides: Life in Korea.
