Mobile Residence Card in Korea: Reissue After a Phone Change (IC vs QR)
If you changed phones in Korea, check your physical Residence Card before booking a visit. An IC-enabled foreign Residence Card can be tapped on the new phone for reissuance and identity verification. A card without IC normally leads to an in-person QR reissue at an immigration office. The citizen Resident Registration Card and its community-centre route are a different service.
This guide is for registered foreign residents who already hold a Residence Card, often called an ARC. It is not a way for a short-term visitor to obtain residence status. The useful starting point is not “old phone versus new phone” but physical card type, phone identity check, then issuing office.

Start with the card you actually have
| Your situation | Route to check | What not to assume |
|---|---|---|
| IC-enabled foreign Residence Card | Install the official Mobile ID app on the new phone, then follow its card-tapping and identity-verification steps. | A phone backup or an old app screenshot is not the reissued ID. |
| Ordinary Residence Card; previous mobile issue was by QR | Ask the immigration office responsible for your residence about an in-person QR reissue and bring the physical card. | Do not use the citizen-ID guide’s community-centre address as your issuing office. |
| Unsure whether the card is IC-enabled | The official foreign-card guide identifies IC cards by the Mobile ID logo at the bottom left. | Do not post the front or back of your card online to ask strangers to identify it. |
The practical advantage of IC is the next phone change: it can remove a return visit solely for mobile reissuance. That does not mean everyone should replace a usable physical card immediately. Check the phone requirements and your actual need first.
Check the phone and the registered identity before repeating setup
The current official FAQ, under “모든 휴대폰에 설치가 가능한가요?”, lists Android 8.0 or later or iOS 16 or later, with NFC support. The FAQ’s standard rule is a phone line registered in your name. It distinguishes anonymous prepaid lines from named prepaid lines and recognises corporate phones with a registered actual user. A working data connection alone does not establish that your line can pass identity verification.
The same FAQ flags legacy tplus SKT lines subscribed to before 15 August 2023 and says dual-SIM users should use the main calling SIM used for app identity verification. Do not turn that specific note into a claim that every budget carrier or every prepaid plan is unsupported. Check the current FAQ and your carrier’s registered identity details if verification fails.
If identity verification fails, check whether your registered name and phone-line details match before reinstalling the app. Note the non-sensitive error wording, phone model and app version, then use official support. Keep card numbers, residence numbers, PINs and verification codes out of public posts.
If you already have an IC card
- Open the official Mobile ID site and use its app-store links rather than an unsolicited “reissue” message.
- On the new phone, follow the app’s foreign Residence Card issuance path.
- Tap the physical IC card as instructed in the app and complete the identity-verification steps shown on your screen.
- Confirm that the app shows the newly issued credential before relying on it for an appointment.
The official issuance guide lists KRW 35,000 for an application for a physical IC Residence Card, with a recent photo, passport and proof of residence. This is not a stated charge for reissuing the mobile credential by tapping an IC card you already hold. Ask your office about the applicable documents and fee if the physical card itself must be replaced.
If you need the office QR route
Contact the immigration office responsible for your registered residence before travelling. Confirm its visit arrangements and what you should bring for your case. The published guide shows an application, identity check, official app and an officer-provided QR code; do not reuse a saved image of a previous issuing QR.
Article 48-2 of the Immigration Act’s Enforcement Rule, effective 15 September 2026, provides for reissuance when the device changes and limits the mobile credential to one device. Its validity follows the permitted stay period, or the validity of a permanent Residence Card where applicable. Changing phones does not extend either period.
An issued ID is not a promise that every app accepts it
Keep issuance and a bank, exchange or other provider’s verification process separate. A valid mobile ID does not by itself prove that a particular provider supports that document or that you meet its account conditions. Check the provider’s own current help before discarding your physical ID for an important visit.
For app/issuance questions, the Mobile ID help centre lists 1688-0990. Immigration-specific questions can go to 1345, which the Ministry of Justice lists in its foreign mobile-ID leaflet. The leaflet was published in January 2025; the newer live FAQ is the reference used above for phone and carrier conditions.
